District of Columbia Council Chair Vincent Gray, began his speech by thanking Clinton W. Chapman, Esq. Secretary of the University Board of Governors and Chair of the Industrial Bank of Washington, DC, Board of Directors, who introduced him, as a friend and colleague for his service to the University and city.

Mr. Gray continued by saying I am absolutely delighted to be here this evening and bring greetings from the 13 members of the Council. I want to salute the exceptional commitment we've seen on the part of this University for the last four decades and congratulate you in particular, on... First,  the College of Democracy. What better place than the District of Columbia to focus on democracy, especially as we struggle to try to find equality.

Also, I want to thank you for providing harmony and advancement of the city by a degree in management, because we hosting numerous neighborhood and are in short supply of good managers city wide endeavors in the humanities,  science, political affairs and health:  especially in the public sector where the work is often difficult. We have to have trained managers to get the job done who establish a respectful relationship with the people with whom they work.

Chair Gray reported that for years he served non-profit organizations and was Director of the Department of  Services. He then stated: "It always Human struck me as strange that I never saw a college curriculum in human services. Instead, students has to study in some specific discipline and then had to adapt to the real world afterward. In my opinion your College of Human Service is important because it prepares students for the world of helping others"

Morton Kondracke Report on Tibet and China

Participants in International Graduate University's 40th Anniversary Celebration on May 29, 2007 in its Democracy Hall of Fame International had the pleasure of hearing a splendid speech by the well known and respected American political commentator, journalist and television personality Mr. Morton Kondracke. Just returned from a visit to Tibet. Mr. Kondracke, a co-host of The Beltway Boys on Fox News Channel and a regular contributor on special Report with Brit Hume is the Executive Editor and columnist for Roll Call, the unmatched Capitol Hill newspaper, shar-ed his international political wisdom with participants.

Mr. Kondracke, regarding the Dali Lama, who last year had addressed hundreds of people at the University, after noting the Chinese intrusion into Tibet, including the building of a railroad from their nation into it thus making the trip easier for settlers, said "their is little hope that he will ever return. Tibet is now being settled by many Chinese who are utilizing the land for crops and taking over water and other resources.

He continued, "China is like the United States in the 19th century. They are developing their resources and have a global interest. Their Cultural Revolution is past now. They are building schools with students advancing their education as compared to schools here with such a low rate of graduation. The United States needs to face up to the economic competition of China". Furthermore, he noted that the development in China indicates that our grand children will be working in a world that is dominated by China.
